Unless otherwise noted in on the registration form, all calls are $99 for IMLA Members and $199 for Non-members.

How to Register

 

Step 1: Look at the calendar for all our current confirmed schedule of teleconferences. Note down the "Session Code" of the sessions you want to join.

 

Step 2: Download and browse through our Master Teleconference Registration and Session FormAVAILABLE HERE . Circle the session code for the call you want to attend and fax a completed registration form back to us. 

 

Step 3: Wait. IMLA will send you an e-mail around 24 hours before your session with all the information for the call, including the dial-in phone number and links to cutting-edge materials for you to keep!

 

Step 4: Your registration fee provide access to ONE phone line so gather all your colleagues in a conference room, set up the speakerphone (get someone to buy you pizza), and dial-in to the call!

 

Step 5 (optional): If you want CLE credit for listening in, you have to fill out a separate form and pay a separate fee per person. All the instructions for CLE are included in the dial-in email that we send to you in Step 2. For more information on CLE, go to our CLE Corner, or you can just download, fill out and fax in the CLE forms, available here.   

Registration "Contact"

 

You will need to list one person in your office as the "registration contact" on our registration form. The registration contact should be willing to act as the liaison between IMLA and the registering organization.  IMLA will email the registration contact the following: the presentation, any necessary handouts, the evaluation form, all of which need to be distributed to all participants.  The registration contact will also receive the dial-in instructions up to 24 hours in advance.

Cost Savings for E-Discovery

E-Discovery often diverts resources and decreases productivity for municipal attorneys, while at the same time being considered simply the cost of doing business.  This teleconference will examine some obvious, and not so obvious, ways your office can cut costs during the process.

Federal Law of Cell Tower Zoning for Municipal Attorneys

This teleconference summarizes the key points (and risks) for municipalities from the legislation as it has been actually applied by the courts and FCC.  The emphasis will be on major appellate and FCC shot clock decisions, summarized in a detailed paper.  The program will provide many examples (with pictures) of how cell towers can be camouflaged so as to be nearly or completely invisible, an introduction to the basics of cell tower siting, and practical suggestions for municipalities on how to proceed.

Sometimes, local governments forget that they are the ones who are applicants.  The new school site, a road widening, and recreational fields are all projects that might involve your being an applicant.  In this session you will learn from a lawyer who is recognized as the leader in the field of wetlands regulation what you need to know as an applicant, in the context of wetlands decisions handed down over the last year.

Municipalities are facing significant new water quality regulations that touch on almost every aspect of core municipal functions, from land use to municipal budgets.  These regulations, and court decisions interpreting them, are developing at a rapid pass.  It is important for municipal lawyers to maintain a working knowledge of the regulations and court decisions on water quality.  This teleconference will provide an update on the key cases and regulations that affect municipalities in this developing area of municipal law.

A "Sign" of the Times: The Collision Course with the First Amendment

There are few things, other than a city manager’s budget cutting the legal department, that cause local government lawyers more angst than coming to grips with the complex and often ambiguous court decisions involving signs.  You know you can do content-based regulation, but if you want to restrict off-premises business signs, how can you do that without talking about the content?  What would you do with the business owner who hangs out a sign that says "Welcome Home to Our Troops" and includes a prominent logo for business, along with the name of the business?  Is this pure speech or commercial speech or both?  Get the answers to these questions and others, including how to handle those pesky new electronic signs, in this important session.

June 27 – Election Law – I31

Election Law Update: Section 2 Vote Dilution Litigation & Preclearance Post-Shelby County

Speakers: Ben Griffith, Vincent Fontana

 

This program will take place at the end of the current Supreme Court term, when a decision is expected in the constitutional challenge to the Voting Rights Act’s Section 5 preclearance provision in Shelby County v. Holder.  Speakers will discuss the significance of Shelby County for covered municipalities and counties, as well as the impact of the decision on preclearance of election-related changes sought by local governments as well as the effect on the Attorney General’s 2011 regulations and guidance for the administration of Section 5.  They will also review recent decisions in vote dilution litigation brought under Section 2 of the Voting Rights Act, including use of cumulative voting as an alternative remedy for voting rights violations, the use of cumulative voting in U.S. v. Village of Port Chester, current redistricting litigation that has reached the appellate stage, and other noteworthy district court and appellate decisions under Section 2.

Developments in Securities Regulation of Municipal Securities Issuers

Developments in securities regulation of municipal securities issuers and professionals serving the issuers, including SEC interpretive and regulatory actions affecting municipal securities issuers; SEC definition of “municipal advisor;” MSRB rules for municipal advisors; additional MSRB assistance to issuers; and SEC legislative proposals to Congress to regulate the municipal securities market and issuers.

Takings - The 2012 Trilogy: The Truth Be Told

In 2012 U.S. Supreme Court decided three takings cases, the first time since 2005 that the Court had taken more than one.  Finally, now that the pundits have thoroughly thrashed these decisions around, we'll get to the bottom of what they really mean with our panel of two of the country’s leading commentators.

Eminent Domain: Do you Dare Even Say Those Words After Kelo?

Cell Tower Leasing for Municipal Attorneys

Existing city cell tower leases can be gold mines – but many miss out on major rent increases.  New leases, and amendments to old leases, often make the city’s use secondary to that of the cell company.  Not good for antennas on water towers or fire/police stations!  Add in the key lease terms needed (and needing to be deleted) to protect landlords plus the unique issues posed by municipal law, and this program is a must!

How Not to Fall on the Sword of Procedural Due Process
