(Wednesday, April 23) - IMLA Amicus Activity
IMLA has filed an amicus brief submitted before the US Supreme Court for consideration of a petition for a writ for certiorari in the case out of the Fifth Circuit Court of Appeals. The case, Smith v. Barrow, deals with qualified immunity. Click Here to take a look at the brief. Special thanks to Denise Wilkerson and Melinda Barlow in the City Attorney's Office of Arlington, Texas for authoring the brief.
In other amicus news, look out for a survey being e-mailed to our members. IMLA will be submitting an amicus brief on the merits for the case of Pleasant Grove v. Summum, where the issue is whether placing donating momuments in a government-owned park creates a public forum or whether the government retains authority to select certain monuments to display. The survey will help get an idea of how local governments are dealing with the issue. Look for the the survey in your e-mail inbox sometime on Thursday, April 24.

(Wednesday, April 9): IMLA Urges Congress to Pass the Modernize Our Bookkeeping in the Law for Employee's Cell Phone Act of 2008
The Act would repeal IRS's requirement that employees who are provided a cell phone pay taxes on the phone if used more than 50% of the time for personal reasons. This means that employees are required to keep track of every call made when using a employer provided cell phone. In addition, public employers have been faced with substantial fines for failing to audit employee cell phone records. Click Here and Here to see the letters IMLA (and others) have sent to Congress.
(Wednesday, April 9): Canadian Scholarship Program
The aim of the Canadian Scholarship Program is to enable a Canadian lawyer, under 40, to attend an IMLA Conference (and participate by presenting a paper) who would otherwise not be able to attend because the cost is a barrier. This includes the cost of registration, airfare, and hotel expenses (see Program Rules for details). Click Here for more information (deadlines, etc) and to download the Program Rules.

(Friday, March 21): IMLA Announces Two New Awards and Seeks Nominations for Annual Awards
IMLA is delighted to announce two new awards that recognize exceptional service to local government and the legal community by local government lawyers. The first of these awards is the JAMES H. EPPS, III award for longevity of service to a community and the second is the MARVIN J. GLINK private practice local government lawyer of the year award. Both of these awards recognize and honor the distinguished service of two leaders of IMLA who set exceptional examples for local government practitioners during their lives and who died within the past year. Unanimously, the Board established these awards in their names to recognize other lawyers who meet the high standards of excellence that each achieved in the practice of local government law and in service to IMLA.
These two new awards combine with two other awards that IMLA gives to recognize the achievements of its members. The DANIEL J. CURTIN, JR. Young Public Lawyer of the Year Award was first bestowed last year and honors the memory of Dan Curtin and the achievements of a young lawyer in local government practice who is either under 40 years of age or who has been in practice less than 10 years. The DISTINGUISHED PUBLIC SERVICE AWARD honors a recipient who has excelled in the practice of local government law and service to the community either over a long period or during the course of the past year.
